Director, Enterprise & Web Systems

Department: Information Technology Services

This position provides supervision, project management, and technical leadership for the Enterprise Systems software applications areas, including: web-based systems, the planning, implementation, and support of a portal, and management of the College's databases. 

The successful candidate will manage incoming project requests, assign priorities, allocate resources, and manage projects to timely completion.  In addition, the incumbent will identify opportunities to integrate systems, apply business process assessment and engineering to improve operations, design and develop new applications to improve the use of information and drive decision-making processes.

Minimum Requirements Include:

  • Excellent Supervisory management skills and experience supervising programmers and analysts in support of large third-party software packages.
  • Strong experience with and training in Project management.
  • Effective communication, presentation, and negotiation with all levels of employees, students, parents, and other constituencies.
  • Strong knowledge of and commitment to excellent customer service.
  • Strong working knowledge of programming, databases (SQL required), and system administration concepts and best practices.
  • Strong web development and implementation skills and knowledge of best practices.
  • Excellent and current understanding of privacy and security regulations and best practices.
  • Strong working knowledge of ADA/Section 508 compliance issues for software systems (standalone and web-based).
  • Strong understanding of business process engineering and concepts of process and system integration.
  • Excellent and current knowledge of web technologies, including stylesheets and XML, as well as best practices.
  • Unix, SQL server, database and query language experience and/or related training.

Executive Director

Department: Public Safety Training & Certification

The Executive Director is responsible for planning, developing and evaluating the strategic direction for a global public safety training and certification program, including the management of two training centers.  In this capacity, the incumbent identifies partnerships, collaborations and business opportunities within the public safety training and education communities, and has overall management for the implementation and evaluation of Pennsylvania State Fire Academy and Bucks County Community College public safety programs.  This position oversees professional public safety certification programs and an industrial safety training program, and develops and implements departmental policies and procedures that support business and customer service strategies.  This position requires a significant amount of travel and critical timelines, and must be accessible to customers and staff seven days a week. 

INCUMBENT WILL BE HIRED NO SOONER THAN JULY 1, 2012. 

Minimum Requirements Include:

  • Bachelor degree and 4 years work experience or Master degree.
  • 7-10 years job-related experience.
  • This position requires a sound customer service philosopy, as well as, an understanding of needs assessment processes, public safety business strategies, public safety emergency response activities, and public safety professional certification testing processes.
  • Also required are interpersonal skills, strategic planning experience, solid formal communications abilities, emergency services management experience, qualitative and quantitative analytical aptitude, project management experience, and knowledge and experience with risk management programs.
  • This position must be capable of making sound decisions and managing situations that could result in injury to employees or students.

Training Coordinator

Department: Lower Bucks Public Safety Training Center

This position is responsible for coordinating on-site and off-site public safety training programs, selecting and scheduling instructors, evaluating instructor performance, and managing course equipment, resources, and materials.  In addition, this position is responsible for the inspection, maintenance, repair (as required), inventory, distribution and replacement of all props, equipment, and facilities, the maintenance of instructional support materials, and management of the inventory system.  This position researches and specs equipment or props in support of training and certification testing opportunities, works with the Director to assess budget needs, and supports short and long term projects.  This position may be assigned to instruct courses, if needed. 

Minimum Requirements Include:

  • HS Diploma/GED plus 3 years work experience or Associate degree.
  • 4-6 years job-related experience.
  • Working knowledge and experience with the PA Public Safety Training System, professional certification testing through ProBoard, PA state accredited instructor, and management and customer service experience with public safety response activities.
  • This position must have the ability to recognize and manage situations involving high-hazard training situations, changing timelines, instructor cancellations, and solve problems as they occur.

Administrative Support

Department: Continuing Education

This position provides front-line customer service for Continuing Education Registrations, handles incoming registrations, and processes student and course information, student refunds and student withdrawals.  Excellent phone management and data entry skills required.  In addition, this position provides course materials, such as rosters, books and instructional handouts.  This position sets up, maintains, and closes various office files, and orders department supplies as needed. 

Minimum Requirements Include:

  • High school diploma or general equivalency and 3 years work experience or Associate degree.
  • Ability to implement effective and quality customer service.
  • Ability to communicate ideas clearly and concisely, verbally, and in writing with diverse population.

Director, Business Development

Department: Workforce Development

This position is responsible for generating and managing new business leads and resulting revenues, and growing new and existing business accounts for the Public & Industrial Safety Training & Certification and Workforce Development Center departments.  In this capacity, the incumbent is the first point of contact for many corporate and community organizations, functioning as the expert in the departments' programs, serving as a College representative by maintaining the College's image and influencing the development of the local workforce, cultivating current private and public clients and prospects, and generating revenue and analyzing client accounts for profitability. This position is "on call" at all hours in an ever-changing, fast-paced 24 hour per day/7 day per week environment. 

Minimum Requirements Include:

  • Bachelors Degree plus 4-6 years related work experience.
  • Must be able to: Communicate comfortably and effectively both vertically and horizontally within the College structure, with business clients and among various government agencies and organizations in the community.
  • Initiate and develop external contacts resulting in the sale of division programs.
  • Develop and implement a targeted sales and marketing plan.
  • Write effective proposals, letters, emails, program flyers, and professional communications.
  • Calculate, maintain and interpret financial records and reports to determine profitability of programs/client accounts.
  • Utilize current MS Office products and office technology.
  • Communicate instructions in a detailed, clear and concise manner verbally and in writing.
  • Manage multiple priorities simultaneously.
  • Troubleshoot client and program management issues efficiently and professionally under pressure.
  • Must be flexible to work nontraditional hours as required for attendance at meetings and programs.
  • Must have working knowledge of Code of Federal Regulations: General Industrial Safety.

Instructional & Equipment Specialist

Department: Lower Bucks Public Safety Training Center

This position is responsible for ensuring necessary resources are available for public safety training programs, including the distribution and delivery of course manuals, safety equipment, and training props.  This position inspects, maintains, and operates emergency services equipment and props, ensuring they are ready for operation and meet safety standards.  This position will build training props, as requested, and will inspect, clean, package and ship or deliver equipment and props to assigned lead instructors.  This position transports instructional personnel to and from the airport for domestic or overseas assignments. 

Minimum Requirements Include:

  • HS Diploma/GED and specialized, technical or vocation training.
  • 1-3 years job-related experience.
  • Knowledge of UPS shipping process, tracking system, and shipping software.
  • Strong work ethic, flexibility, and adaptability for a changing work schedule and environment.
  • Knowledge and experience with the maintenance and operation of emergency services equipment and training props.
  • Valid drivers license.
  • Flexible schedule for special assignments.
